On IIS with WinCache 1.1 Extension for PHP, there is an known bug on plugins auto update.
Since the Wordpress 4.3 the plugins auto update didn't work if using Win Cache for PHP.
The developers have released a dev-version that fixes this problem, you can download it from here (the version is 1.2.411).
